The short answer is yes, it is entirely possible to spend a full day at University of Oxford (and other major UK universities) without spending a penny on entrance fees. However, because Oxford is a “collegiate” university—meaning it is made up of dozens of separate colleges rather than one big gated campus—you have to know exactly where the “invisible” open doors are.
